Facts
Arthur Heckman (defendant) emailed 18 pictures of minors engaging in sexually explicit conduct to an undercover agent in an Internet chat room. Heckman had a 20-year criminal history of distributing child pornography. Heckman pleaded guilty to transporting child pornography and was sentenced to imprisonment followed by a lifetime term of supervised release with a special condition prohibiting Internet access. On appeal, Heckman challenged the lifetime ban on Internet access.
